    Research on the Development Trend of Global Hydrogen Production Technology Based on Patent Analysis

    The global energy is developing towards low-carbon and clean, hydrogen, as an efficient, clean energy and an ideal energy interconnection medium, has a wide range of application scenarios and is recognized to play a pivotal role in the process of energy transformation. The development trend of global hydrogen production technology is studied from the perspective of patent analysis. It is found that the research and development speed of electrolytic water hydrogen production technology is far ahead of that of fossil fuel hydrogen production technology in recent 10 years, and there is further growth potential in the future. Research on electrolytic water technology focuses on proton exchange membrane electrolytic water (PEM) technology and the design of electrolytic cell, control technology and power system design technology for matching renewable energy power. The United States and Japan are the major exporting countries of PEM electrolytic water technology. The existing technology systems in these regions are relatively mature and the technology monopoly degree in the industry is relatively high. The research of PEM electrolytic water technology in China is at the growth stage, the research, development and innovation are still primarily conducted by universities and research institutes, and the innovation achievements have not yet fully entered the market.

    Point cloud clustering is a key step in the realization of environment perception of unmanned vehicle by lidar. It clusters the discrete points in the point cloud map constructed by lidar into individual whole, which provides the necessary basis for subsequent classification and tracking. In this paper, the clustering algorithms applied to unmanned vehicle point cloud clustering are divided into six categories, which are the existing clustering algorithm based on partition, clustering algorithm based on hierarchy, clustering algorithm based on density, clustering algorithm based on grid, clustering algorithm based on distance and hybrid clustering algorithm. Based on the systematic analysis of various clustering algorithms, the problems, solutions and performance in the process of point cloud clustering are compared and analyzed. Considering the accuracy and real-time requirements of unmanned vehicle point cloud clustering, the combination of edge algorithm, hybrid clustering algorithm and new clustering algorithm will be the research hotspot of unmanned vehicle point cloud clustering, and also the research focus of unmanned vehicle point cloud clustering in the future.

    Data has been an important strategic resource and competitive factor for economic and social development. As the world is undergoing major changes unseen in a century and the great power game is becoming increasingly prominent, how to strengthen the top-level coordination, factor agglomeration and extensive use of data has become a matter of national destiny. This article focuses on the latest data strategies issued by the major science and technology powers such as United States, EU, United Kingdom, Japan and Germany, and analyzes the key points of these data strategies and their implementation and application trends. It is concluded that these science and technology powers manage and use data as significant national strategic assets, dedicate to preserving data sovereignty, develop digital economy and digital society, improve data governance centered on data security and privacy protection to address major risk, and jointly respond to global public crises through efficient international data sharing in order to finally win representation and competitive edges. This article draws some insights for decision-making, including: improving data governance and exploring the potential value of data, promoting data mobility and creating an open and efficient data sharing system, enhancing resource aggregation and international influence of national scientific data centers, and achieving a balance between scientific data sharing and application and data security and protection.

    The development of health science and technology is an important basis for improving the health of the public. With the public's demand for health, the government's support, and the promotion of industry, health science and technology have developed rapidly, with new theories, new fields, and new technologies emerging constantly, promoting the improvement of health level. This paper summarizes funding and planning for health technologies in countries around the world in 2019, and analyzes the main development trends and important progress of health science and technology globally. From the perspective of national strategic planning, countries all over the world have always given a priority to health science and technology in national development strategy and have continued to invest large amounts of money. From the perspective of the development of health science and technology, the following five development trends are generally presented: 1) Technological innovation is accelerating, existing technologies continue to be optimized, and emerging technologies emerge frequently, providing more and more support for the development of healthy science and technology; 2) The understanding of life, health and disease has transformed from a local and individual level to a systematic and collective level, and the breadth and depth of knowledge have been greatly enhanced; 3) The transformation, bionics, regeneration and creation of life gradually becomes a reality, bringing new solutions for the treatment of diseases; 4) New treatment methods keep emerging, and disease treatment is increasingly precise and intelligent; 5) More attention has been paid to the role of nutritional interventions in disease prevention and control. From the perspective of health industry development, the development of emerging technologies and new diagnostic and treatment methods has put forward new requirements for regulatory approval. Many countries are actively optimizing their regulatory policies and systems to promote the standardized use of health technologies and the orderly development of the health industry. Finally, this paper puts forward two suggestions for the future development of this field in China, namely, to systematically arrange the international hot frontier as soon as possible and to improve the regulatory policy and ethical regulation system.

    This paper uses the methods of scientometrics and knowledge mapping to show the distribution and theme characteristics of medical data visualization research at home and abroad in the past decade. It analyzes the commonalities of domestic and foreign related research, compares the main differences between the two, and digs out the existing problems in the current domestic medical data visualization research and proposes countermeasures. In the last 10 years, the number of documents published in the field of medical data visualization at home and abroad has been increasing year by year. In the last 5 years, the number of domestic related research has increased exponentially. The importance of domestic and foreign medical data visualization research has increased. However, compared with foreign research, the relevant domestic research show problems such as late start, lack of innovation and vitality of scientific research topics, large and insufficient granularity of research topics, limited data sources and application scopes, and insufficient forms of visualized research results. This research enumerates these outstanding problems one by one and puts forward suggestions for solutions, in order to provide reference for future medical data visualization research, and help the efficient use of medical data resources at the visualization level in the era of big data.
    A Research Based on Careful and Thorough Selection of “Neck-jamming” Technologies Using Delphi Method and AHP: a Case Study in Biomedical Field

    This research has built a database of key and core technologies in bio-medicine field through collection of information on national scientific development plans, key research and development project and corporate technological demand at first, and then an index system for thorough selection of key and core technologies with an escalation label from being important, monopoly, advanced, difficult to being valuable is build. With the system, based on the Delphi method and analytic hierarchy process model, the exclusively “neck-jamming” technologies in the bio-medicine field are carefully and thoroughly selected. The selected “neck-jamming” technologies are verified by patent analysis method. The results demonstrate that the three selected “neck-jamming” technologies are all global research hotspots, but foreign patents outnumber domestic patents. The number of domestic patents is lower the that of top countries. It is insdicated that China relatively lags behind on the selected three technologies and these technologies are located in important place of the value chain and industrial chain. Finally, according to the analysis of the selection results, the relevant policy suggestions aiming to fill in the gaps in the “neck-jamming” technologies in the bio-medicine field are put forward.

    Condensed matter physics is a large branch of physics, which is regarded as one of the important basic disciplines in the development of quantum information science, digital technology and magnetic materials by the United States, the European Union and the United Kingdom. Research in condensed matter physics has achieved great progress in the fields of high temperature superconductivity and topological state. This paper focuses on the theoretical research direction of condensed matter physics, and selects four important institutions based on the academic influence of the paper, and analyzes from five dimensions: the number of core scientists and professional richness, the cooperation mode of institutions, funding institutions, output capacity, and academic influence, reflecting the academic ability of China in the field of condensed matter physics theory research. Based on this, the paper puts forward suggestions on the aspects that need to be improved in this field. Based on the existing advantages in the field of condensed matter physics theory, the depth and breadth of the research are expanded. Based on the important role of theoretical research of condensed matter physics in quantum information science and other fields, the paper suggests to promote the investment of military funding institutions in the field of condensed matter physics theoretical research. On the basis of improving the ability of core scientists, the paper suggests to continue expanding and developing research teams, as well as expanding the scope of international cooperation and striving to carry out exchanges and cooperation with more countries and more world-famous institutions.
    Research on Vulnerability of Chinese IC Supply Chain

    The IC industry is one of the important indicators to measure a country's scientific and technological strength and economic level. This paper analyzes the internal and external environment of China's IC supply chain, studies related important influencing factors for its vulnerability, and proposes a new method of systematic evaluation to quantitatively analyze the vulnerability of China's IC supply chain. This paper regards exposure, sensitivity, and restorability as the three main measures of the vulnerability of the IC supply chain, establishes an indicator evaluation system, and uses the correlation degree as the indicator weight through the improved gray correlation method. In this way, this paper separately calculates the influences of the three measures for the vulnerability of the IC supply chain, and finds out the significant impact indicators. The analysis shows that the overall vulnerability of China's IC supply chain is relatively high, especially in areas such as key equipment, EDA software and professional talents. In order to break this international monopoly model, this article proposes that at the macro level, it is possible to restart major national projects, increase resource input in the IC industry, build a good IC supply chain ecological model, and form cluster development; in the technical field, it is necessary to improve talent training system, focus on breaking through key software and hardware technologies, and achieve IC products independence.
