    Basic research is the core carrier of scientific and technological innovation activities, and optimizing the organization and management model of basic research projects is an important task for deepening the reform of the scientific and technological system. In order to further promote the construction of the organization and management system of original basic research projects of our country, scientific and technological powerhouses such as the United States, Japan, the United Kingdom, and Germany were selected as the research objects, and the experience of typical countries in the organization, funding, and evaluation and evaluation system construction of original basic research projects was studied in depth. Analyzing the main characteristic elements, and finally starting from the law of scientific and technological innovation and the management law of international basic projects, put forward some suggestions for accelerating the construction of the organization and management system of original basic research projects of our country, including: highlighting the goal orientation and improving the organization system of original basic research projects;Highlight positive incentives and optimize the funding system for original basic research projects;highlight long-term effectiveness and improve the evaluation system for original basic research projects.

    Basic research funded by public science is the source of technological innovation. Based on the linear model of fund assistance-basic research-technology R&D, this research adopts the method of scientometrics to measure the technological influence of the basic research funded by the National Natural Science Fund Committee(NSFC). NSFC funded projects represent the foundation, scientific papers represent basic research, patent literature represents technology research and development. Based on the data of highly cited papers funded by NSFC in the past ten years, this paper analyzes the situation of patents cited by highly cited papers from the perspectives of time, discipline and research direction, country and institution. The results show that under the support of the National Natural Science Foundation, not only a large number of high-impact papers have been produced in China, but also these papers have a high technical impact, which has an impact on the two fields of science and technology. The National Natural Science Foundation plays an important role in promoting our technological innovation.

    Studying the technology transfer mechanism of technology licensing organization is helpful to establish a market demand-oriented results output mechanism, and guide universities and research institutes to carry out scientific and technological research in the world’s scientific and technological frontier fields corresponding to the major national needs and the main economic battlefield. Therefore, focusing on the operation mechanism of technology licensing organization, this paper takes Japan’s Technology Licensing Organization(TLO)as the research object, analyzes the national policy support of technology transfer and the types, operation mechanism and practice of technology licensing organizations, as well as the operation mechanism of China’s technology licensing organizations, and analyzes the existing problems of China’s technology licensing organizations. China can get the following enlightenment: establish a sound technology transfer mechanism, attach importance to the improvement of the professional level of technology licensing organizations, and strengthen policy support and legal protection.

    The current wave of technological revolution and industrial transformation is flourishing, with technological innovation emerging as a key variable. As the driving force behind technological innovation, science and technology enterprises are the core power supporting high-quality development and technological self-reliance. To accelerate the cultivation and development of technology enterprises, the “Enterprise Innovation Credit System” takes national high-tech zones as its working carrier and utilizes the quantitative evaluation of enterprise innovation capabilities to explore a new type of science and technology policy tool to support enterprise innovation. This paper investigates and analyzes the new path of empowering high-tech zones to accelerate the cultivation and innovation development of technology enterprises through innovation credits, introduces typical working practices, and puts forward relevant work suggestions.

    The metaverse has attracted wide attention from all walks of life around the world, and relevant research and applications continue to emerge. In order to fully understand the current status, hot spots and trends of metaverse research and industrial application at home and abroad, using databases such as China National Knowledge Infrastructure (CNKI) and Web of Science as data sources, to retrieve key literatures in the field of metaverse research before 2023,and comprehensively use analytical tools such as VOSviewer and CiteSpace to analyze the number of published articles, keyword co-occurrence network, keyword clustering, keyword co-occurrence time zone map, keywords with the strongest citation bursts and highly cited papers. The results indicate that the metaverse is an integration of multiple technologies, related research has gone through a long accumulation period, the number of publications and total citation frequency within the field have shown explosive growth in the last two years, with China leading the number of publications. The research content in this field covers a wide range of disciplines. Research hotspots and frontiers cover virtual reality, artificial Intelligence, blockchain, and many other aspects.

    In order to support the national science and technology plan and scientific research decision-making, the trends and frontiers of metamaterials basic research in China and the United States are compared and analyzed. Based on the papers retrieved from the SCIE database between 2000 to 2022, a comparative analysis between China and the United States from the aspects of paper output, citations, funding institutions, top research institutions and scholars, as well as research hot spots by using the method of bibliometrics, and with the help of data analysis software DDA and VOSviewer. It has been found that China is becoming a global leader in the field of metamaterials, after surpassing the United States in 2012, the publications in the field of metamaterials of China has climbed to the top in the world, and the citations rates is catching up with the United States in recent years. The number of publications of the United States has been decreasing year by year since 2018. China has been fascinated by Terahertz for a long time, the publications of China on Metasurfaces, Acoustic and Mechanical Metamaterials, and Metamaterial Absorbers has increased significantly, and research topics are more and more diversified in the past five years. At the same time, Metasurfaces, Mechanical Metamaterials, and Hyperbolic Metamaterials have been the hot topics in the United States. It is suggested that our government should provide more financial support to frontier hotspots and interdisciplinary fields such as Metasurfaces, Topology Optimization and Fabrication, and Deep Learning. Moreover, enhance international cooperation and global influence by advancing the most prominent fields of Information Metamaterials and other disciplines.
    Bibliometric Analysis on International Cooperation in Lake Science Research

    In response to complex issues such as global climate change, human health, water supply and environmental protection, and sustainable development etc., international cooperation in Lake Science is growing highlighted. The enhanced cooperation seems to be necessary to achieve the goal of ecological civilization construction in China. This paper uses bibliometric methods to analyze the articles published in scholarly journals during 2001-2020 through Web of Science (WOS), issued on the topic of international cooperation on Lake Science. In addition,7 representative lake research institutes worldwide are selected for comparative analysis on major contents of international cooperation, and the main directions and the trend of international cooperation in Lake Science are discussed. The results show that the node advantages in the international cooperation network of Lake Science are decreasing, and more international cooperatives from different countries(regions)tend to be active. On the other, the number of cooperative countries(regions)and the international cooperation rate of China are growing rapidly, which reflects the important position of China in international cooperative relations. In western countries, their research team are generally influential on international cooperation, accordingly, the Chinese research team need to improve its academic influence. The important issues of international cooperation on Lake Science are about human-lake environment coordination, lake-basin management, lake ecological degradation and restoration, and response to global climate change, etc. Finally, this paper puts forward the suggestions that China should strive continuously to strengthen international cooperation in Lake Science research in the future.

    The treatment and disposal of straw is one of the key focuses of agricultural and rural ecological environmental protection. Through understanding the hotpots and frontiers of energetic utilization of straw biomass, it is helpful to develop and optimize the policies and strategies for straw utilization. With taking the core collection of Web of science as data sources and using the Citespace knowledge mapping analysis tool, this research conducts the visual analysis and presents the global tendency of straw energy utilization field. The results show that the amount of international literatures is increasing in 20 years and the Top 4 countries include China, United States, Germany and France. Scientists from China and the United States have built strong research teams in their respective fields. Nine scholars in the top10 in terms of the publication number are from China and the United States. The research on the straw energy utilizations mainly focus on five topics: the mechanism of biomass fuel production, physically energetic utilization of straw biomass, the anaerobic fermentation of straw to produce methane and hydrogen, and the environmental impact during the energetic utilization process of straw biomass. The research on straw energy utilization is still in a rapid development period, and the pre-treatment, biological fermentation, and full life cycle research of straw will continue to be hotspots in the future.

    In recent years, there has been a rapid increase in the worldwide population of individuals with diabetes, and the prevalence of diabetes among adults in China has reached 11. 9%. Medications play a pivotal role in the management of diabetes. Glucokinase activators (GKA) have garnered considerable attention in the research and development of novel medications for the treatment of type 2 diabetes, owing to their ability to target glucokinase, a key regulator of glucose homeostasis in hepatic cells. An examination of the current status of patents concerning glucokinase activators can offer valuable scientific and technological insights to inform decision-making and drive the progress of industries associated with glucokinase activators. This study utilizes the patent metrology method, drawing on the Derwent patent database and Cortellis database as primary data sources, to analyze patent application trends, patent distribution, patent applicants, their pharmaceutical products, patent technology composition, hotspots, and the technological development trajectory. The findings indicate that GKA technology is in a state of ongoing development, with the United States and Japan emerging as the main regions for its distribution. Roche, AstraZeneca, Pfizer, and Hualing Pharmaceutical Company have filed the highest number of patent applications. The patented technology encompasses seven key areas, including drug structure, drug dosage form, drug compatibility, pharmaceutical chemistry, and disease treatment. Based on the analysis results, several recommendations are put forward in the field of glucokinase activators in China, aiming to provide references for future patent application strategies and innovative product research and development.

    This paper analyses the time trend, national (regional) distribution, distribution of major applicants, technology composition and regional distribution of patent applications related to the preparation of magnesium, lithium and its intermediate alloys by molten salt electrolysis, and then provides guidance for China’s technological research and patent application layout in this field. The study found that China’s patent quantity increase year by year, especially between 2011-2022, The number of China’s patent applications reached 2,042, accounting for 80. 8%. At this stage, China has an absolute advantage in the number of patent applications, but the core patents are missing and there are no high-value patents; China’s top 20 applicants are mainly universities and scientific research institutes, and there are few applications for cooperation between these universities or scientific research institutes and enterprises, and the conversion rate of technological achievements is relatively low. On the other hand, the United States, Japan, Canada and other countries have the strongest scientific research capability and technological strength, and their main advantages are reflected in the core technology of electrolytic equipment (electrobath). At the end of this paper, specific suggestions are also put forward to strive for China’s breakthroughs in the development of high-value patents in this field, and promote the high-quality development of the industry.

    The carrying capacity of resources and environment is an important criterion to study the development potential of regional human-land system and to evaluate the service function of natural ecosystem. Based on systematic combing of the related researches, the carrying capacity of resources and environment is re-recognized as follows: (1) The carrying capacity of resources and environment is the elastic threshold of the mathematical relationship between the supply side of resources and environment and the demand side of regional development in a certain space-time scale, which can be expressed as an equation of state. (2)Constraints such as resource utilization’s upper limit, environmental quality’s bottom line and ecological red line are the master controlling factors for building the comprehensive evaluation model of resources and environmental carrying capacity. (3) Identifying the main control factors, establishing the supply and demand list and defining the supply and demand network are the key links which need to be addressed in the application of the model. (4) The rapid development of modern geoscience technology, system structure modeling technology, geographic detector, system dynamics and other technical methods can provide key technical supports for the practical application of the model. Finally, according to the analysis, a comprehensive evaluation model of the carrying capacity of resources and environment based on the dynamic balance of supply and demand is constructed. Moreover, the model is applied to an empirical study of the typical area in the upper reaches of the Min River, and the elastic threshold of the land resources carrying capacity in the area is dynamically calculated and the carrying condition is evaluated. Based on the dynamic balance of supply and demand, research on the theory and method of comprehensive evaluation of resources and environment carrying capacity can provide a new measuring tool for carrying capacity of regional resources and environment.
