    In order to understand the practices and experiences of Large research infrastructure management in EU, the development of the research infrastructure roadmap 2016 and its reviewing criteria, lifecycle management of research infrastructure in EU are analyzed. The projects and landmarks in the Roadmap 2016 are introduced. In the end, three enlightenments to China are proposed. The first one is creating a specific agency to manage significant research infrastructure. The second one is monitoring and evaluating the progress of significant research infrastructure regularly. The third one is carrying out lifecycle management.

    After the disintegration of the Soviet Union,Russia has been in the reform of scientific and technological management system until now. In this paper,by combing several major reforms of the organization system of  Russian scientific and technological management after Putin in power,the system and the specific functions of every division at the present stage are analyzed in detail. At this stage in the government management level,it has been formed a more completely national science and technology management system,and the function of each component has been relatively clear. At the same time,the new reform has also aroused controversy in the Russian scientific community,some of the inherent problems have not been completely resolved. Whether in the future  Russia will continue to have a breakthrough in improving the national system of scientific and technological management,it is necessary to wait and see.

    Changes of global precipitation under climate change scenarios is altering the processes and frequencies of soil drying and wetting. Consequently,as the main storage form of soil carbon,organic carbon is more likely to be influenced by the frequent soil drying and wetting alternations. According to the recent studies on the response of soil organic carbon to alternate drying and wetting,the changes of soil structure and soil microbial activity are the two main mechanisms that can give strong effects on soil organic carbon mineralization by the drying and wetting alternations. Based on the deficiencies and limitations on the current researches,the further research directions and development trend in this area are discussed. This review will provide a reference for the prediction and management of soil organic carbon cycling under global changes.

    Related articles in CNKI and Web of science from 2006 to 2015 are researched and analyzed by using the statistics method,and the research progress of soil bioremediation technology of China in this decade are summarized.The result shows that the research enthusiasm of soil bioremediation technology is constantly rising; heavy metal polluted soil and organic pollutants soil are the main research objects; the overall studies can be divided into theoretical research and experimental research and the latter occupies the most. Based on this,the principle,advantages and disadvantages,and research status of bioremediation technology are briefly introduced at six current main research aspects,including phytoremediation,microbial remediation,fauna remediation,biological materials remediation,biological combined remediation,and the remediation combined by physical,chemical and biological technology. Development directions on repair principle,pertinence,economic,risk,strengthen measures,application area of bioremediation technology are put forward.

    As a new flash memory device,SSD has attracted much attention for its high-performance,high reliability and lowefficiency. However,the reliability of SSD storage and efficiency of access has been increasingly challenged in the era of bigdata. By coupling numbers of hard disk storage devices through RAID controller,a SSD-based RAID is formed. In this way,users are provided with high-capacity storage space,efficient parallel access performance and different degrees of reliabilityassurance. Through systematic analysis of previous research on SSD-based RAID technology,different mechanism of SSDbasedRAID are summarized and classified. In the respect of RAID array composing of solid hard disks,two representativestudies categorized by different loss mechanism between disks are mainly summarized. In the aspect of chip level in SSDRAID,the characteristics and weakness of the RAID technology of delay calibration data,high-performance as well as highreliability RAID technology,reliability-enhanced RAID technology and embedded RAID technology are discussed. Lastly,ageneralization of SSD-based RAID technology is presented. In addition,research trends in this area are put forward,includingembedded RAID technology,reliability analysis.

    With the improvement of historical architecture protective consciousness,preparation and experiment of a betterrestoration mortar applied in conservation for historic constructions has become a research focus at present. As a new kind ofrestoration mortar,L-MK mortar has the hydraulical property like cement as well as can compatible with historic masonrieslike traditional lime mortar. In this paper,the latest research progresses on L-MK restoration mortars were introduced; itscure reaction mechanism,proportion,curing conditions and modified property were discussed. In addition,the problems anddevelopment trends and application prospects of L-MK restoration mortars were also discussed.

    Anaerobic ammonium oxidation ( Anammox) is a biological oxidation process,which can convert NH+4 -N andNO -2 -N to N2 directly. Recently,it has become a hot topic in the research of new biological nitrogen removal technology.However,anaerobic ammonium oxidizing bacteria plays a key role in the process of Anammox,and is strictly required to theecological environment conditions. At present,the research on Anammox biological conversion process has been made a greatprogress. Yet,the mechanism of microbial metabolism and regulation technology of Anammox are still lacked of deep research,which seriously restrict the engineering application. Microbiology mechanism of anaerobic ammonium oxidizing bacteria,physiological characteristics,and the key enzyme genes which participate in centre metabolic pathway were overall illustrated.Then,chemical and biochemical reaction model and the influences of biological metabolism on significant ecologicalfactors were discussed. Finally,based on application progress of Anammox technology in domestic and foreign typical sewagedenitrification technology,engineering application statuses and the restrictions of development for Anammox technology wereintensively analysed. Moreover,the prospect of theory research on Anammox technology and industrialization in the futurewere also discussed.

    Studies on Influence Factors of Surface Urban Heat Island: a Review

    The rapid urbanization with high intensity is recently occurring in the world,resulting in more urban heat island( UHI) phenomenon. It has a direct or indirect impact on various eco-environment factors of cities,regions and even the whole world. To grasp the influencing factors of urban heat island is the premise to realize its benefit-tending and harm-avoiding.Now the remote sensing method has been widely accepted and used for the UHI monitoring. Aiming at the current issuethat the previous reviews could not reflect the developing status and trends of this study field nowadays,the previous studiesat home and abroad on the influencing factors of surface urban heat island( SUHI) are firstly reviewed from seven aspects,including the land use and land cover ( LULC) types,surface biophysical conditions,landscape pattern,the intensity of humanactivity,meteorological condition and geographical location,policy factors,and synthetical analysis. Then,several key issuesor potential research directions are proposed based on the blank research field in the existing studies,or those are with conflicting conclusions or still needed to be deepen. The main contents are as follows. ( 1) Synchronously study the surface urban heat island issue for various cities with different sizes at multiple climate zones at various times or during multiple time periods. ( 2) Refine the LULC types. ( 3) Introduce more spatial analysis methods. ( 4) Propose or complete indicators about the surface biophysical conditions,landscape composition and configuration,intensity of human activities,meteorological condition,geographic location,etc. ( 5) Extract mass information of the big data by methods of multidisciplinary. ( 6)Synthetically analyse its various affect indicators,and explore the optimal configuration scheme together considering other urbanissues.

    Steel industry in China has achieved initial success after more than 30 years of informatization development,and the strategy of“China manufacturing 2025”and“internet plus”will further lead to the transformation from normal manufacturing to intelligent manufacturing in the future. German industry 4. 0,American industrial Internet,“China manufacturing 2025”are discussed briefly,and from a technical point of view,the application of intelligent manufacturing technology based on internet of things,big data and cloud computing in the production,management and transportation of China steel industry is stated. The problems encountered in the process of implementing the intelligent manufacturing technology are analyzed and the countermeasures are put forward in order to provide reference and help for the transformation and upgrading of China’s steel industry in the future.

    Research input is the key factor of science and technology innovation. It is very significance of knowing future R&D input change trend of main sci-tech countries and international science development situation,grasping our country’s R&D input status and its contribution to science & technology development of the whole world and international influence, as well as understanding the gap between China and those science and technology developed countries,etc. Research and development ( R&D) input strength and its change,scientific papers publication which weighed basic research level,patent out which weighed application research level,and distribution of top-level scientists who have significant influence on disciplines’development in nine major sci-tech countries were analyzed in this paper. Combined with our country’s real situation, several enlightenments and suggestion were put forward about scientific & technical input and performance assessment in China.

    In order to accurately grasp the international development trend of groundwater research,the hot research area and the research power distribution,discuss the advantage and disadvantage of research of China,top 10% papers ranked by cited number from all the papers published between 1950 ~ 2015 in SCIE and SSCI database of Web of Science are quantitative analyzed by Thomson Data Analyzer ( TDA) and UCINET software. The results show that: USA,Canada and UK are the top3 influential country in groundwater research. 7 of the top10 influential institutions are from USA and the United States Geological Survey ( USGS) is the most influential institution among the top10. Environmental science and ecology,water resources and engineering science are the most related subject with groundwater research. Soil,arsenic and nitrate are found being the top3 hotspots between 20 themes of recent 10 years. Rsearches of international groundwater place greater emphasis on the impact of agricultural production on groundwater,however,China have many researches on the prevention and control of arsenic pollution and the simulation analysis of groundwater pollution process. In addition,there are many researches on agricultural science but lack of researches on Oceanography in China. Meanwhile,there are problems like low output of high cited papers,short of international cooperation,weak study of key fields and deficiencies of characteristic research in China groundwater research. At last,some suggestions for further groundwater research in china are put forward.

    Based on ISI Web of Science database and bibliometric method,the latest outputs of research on international flame retardant ( FR) were analyzed. The quantity and tendency of relevant dissertations,high cited articles,high publicized countries or districts,important research institutes,core authors,subject distribution,journals impact factor and key words of FR from 2005 to 2015 were analyzed. The results showed that the relative study and research of FR in the world was stable. The total number of FR-related papers published by China and the United States was in a leading position in the world; their FR-related papers covered in SCI were more than half of the papers of the world. Meanwhile,the number of FR - related papers published by the Chinese Academy of Sciences and the University of Science and Technology of China also ranked the top in the world; however,from the point of paper quality and the comprehensive influence,there was still a gap between our country and the other developed countries in the Europe and America.

     Based on statistical analysis and visualization method,the cell therapy patents from 2006 to 2016 collected by the Derwent Innovation Index databases are analyzed,analyzing such as patent trend,category,proprietor,inventor network,hot sports,Derwent Manual Code and high cited patents. The results show: 1) Cell therapy technology presents a wave like rise and the technology involves highly concentrated category; 2) Developed countries lead the technical development direction, but the technical cooperation between inventor is low; 3) Hot spots mainly concentrate on the source of cell,cell culture, antigen antibody preparation,induction materials,process,anti-inflammatory and anti infection and so on. 4) From the time evolution,the cell source and cell culture is a constant theme. With the development of technology,process optimization,the diversification of treatment programs are gradually emerging as a new focus. Based on the practical situation of the development of cell therapy technology in China,the suggestion is proposed.

    Since recently,as a development trend of auto industry,electric vehicles is ushered in the unprecedented new opportunity. In this situation of the tripartite confrontation of the strong,a bunch of companies has achieved the breakthroughs on some key technologies,especially,battery and management technology of Tesla and TOYOTA are superior to others. Based on Professor Ernst’s patent portfolio theory as well as a partial modification of the patent portfolio method,the R&D advantages and the business opportunities of the global electric vehicle industry are evaluated in this paper by the technology scale,relative technology advantage,and relative technology integration capability,instead of the number of patent applications, the number of the patent granted patents,the number of IPC classes,the patent citation frequency,etc. The research conclusion will clarify the key R&D fields and strengths,and provide theories and data for business decisions on R&D investment and collaborators for electric vehicle enterprises in China.

    Based on the time series data of the international balance of payments from 2005 to 2015,the process of the ASEAN technology trade is researched in this paper. Through empirical comparative analysis,the trend of the volume and structure for the ASEAN technology trade is investigated. With the analysis of the Trade Specialization Coefficient ( TSC) , the comparative competitive advantages on the trade of intellectual property and telecommunications,computer and information services for different ASEAN countries are studied. The similarity and difference between China and the ASEAN are concluded and two suggestions on China-ASEAN technology trade are provided. First,the differentiating strategies of technology cooperation should be implemented base on the economic levels for different countries of ASEAN. Second,the differentiating technology transfer modes should be promoted at the right time based on the technology gradient transfer theory.

    Disaster mitigation work is facing the important task of continually enhancing the ability to respond to natural disasters, so the construction of disaster mitigation think tank will play an important role in this process. The development situation of some typical international disaster mitigation think tanks is introduced,with their characteristics and advantages analyzed. Secondly the system of Chinese disaster mitigation think tanks is analyzed with comparative analysis method,then their problems and challenges and the necessity of construction new think tanks with Chinese characteristics are pointed out. Finally,suggestions for constructions and development of new disaster mitigation think tanks with Chinese characteristics in future have been put forward,including to promote the construction of comprehensive disaster mitigation think tanks,the establishment of disaster mitigation think tanks union,to further strengthen international cooperation and exchanges,to set up facilities in earthquake ruins,the establishment of disaster mitigation think tanks network platform,to make full use of retired disaster professional in folk think tank.
