    Analysis of Carbon Neutral Strategy of the World's Major Economies and Its Enlightenment

    Climate change is a significant challenge facing humanity today, and it has become a global consensus to address climate change. Against this background, this paper focuses on the carbon neutrality strategy reports recently released by the United States, the United Kingdom, France and Japan, offering a comparative analysis from the perspectives of strategic objectives, implementation approaches, key fields, S&T policies, financial policies and international cooperation. Based on the analysis, this paper draws the following conclusions: carbon neutrality strategy covers multiple dimensions of development goals; major measures in the strategic actions for carbon neutrality consist of industrial technology development and target setting for carbon emission reduction; sectors of high carbon emissions would be the focus of reform in the strategic deployment of carbon neutrality; cost reduction and basic research are the key directions of the S&T policy support for carbon neutrality; financial effectiveness is an essential principle in the formulation of financial policies for carbon neutrality; intensified international competition forms a significant background to international cooperation on carbon neutrality; and policy coordination is an important factor in ensuring smooth progress of carbon neutrality. In light of the difficulties and challenges facing China's carbon emission reduction, this paper puts forward the following policy recommendations for China to promote carbon peaking and carbon neutrality: to carry out in-depth S&T research for breakthroughs in key fields of the "dual carbon" strategy; to reduce cost for green technologies and products from all dimensions; to establish a sound policy system for the "dual carbon" strategy; and to take initiatives in international S&T cooperation for carbon neutrality.

    The public sharing of scientific and technological resources is one of the approaches for inspiring the dynamic of scientific and technological innovation and creating a scientific and cooperative environment. Based on the development course of EU Open Science Practice, official policies, and documents and the implementation of sponsored projects, the paper analyses and concludes the highlights, collate key events in chronological order and divides the process into three stages, including planning and exploration, interim implementation and system construction. To implement all the steps of open science policies, the EU facilitated the development of EOSC (European Open Science Cloud) according to front technological means such as Big Data and Cloud Computing, which has become an effective tool for conducting stereoscopic and multi-dimensional, open science practice from day to day from the view of its vision and experimental operation. In the end, the paper focuses on the implementation of open science practice and the construction of relevant facilities and comes up with several proposes and prospects as follows: 1) Establish cross-regional connectivity Cloud platform to achieve central management of the horizontal and vertical scientific resources and elevate managing effectiveness; 2) Expand the scope of implementing compulsory opening strategies. Diversified scientific resources are required for unified management to facilitate the integration and complementation of each other effectively.  3) Set up additional sharing incentive mechanisms to improve the transformation of concepts. To form a benign competition environment and enhance the free circulation of resources, scientific researchers and institutions must break through the“Invisible Wall” and fully collect data and infrastructures.

    France has been at the forefront of the EU blockchain revolution. In promoting the development of blockchain technology, the French government and relevant participants in the crypto ecosystem have cooperated in establish a regulatory framework that is committed to promoting the development of the French blockchain ecosystem while avoiding excessive regulation inhibiting the development of innovation. Firstly, this paper systematically combs the three stages of blockchain technology development in France. Secondly, it expounds on the central government’s actions and policies regarding the French blockchain national strategy. Thirdly, from the four aspects of crypto asset issuance regulation, transaction regulation, tax regulation, circulation, and anti-money laundering regulation, are in-depth analysis of the French blockchain technology regulatory framework; Finally, French blockchain technology application scenarios are discussed in detail, focusing on insurance, banking, public services, energy, medicine, commerce, agriculture, and other fields, Based on this, the paper further puts forward the experience and enlightenment of the development of blockchain technology in the aspects of regulation, R&D, and applications.

    As an essential method for formulating national science and technology policies, technology prediction refers to the prediction or determination of future goals, possible ways, and resource conditions of scientific and technological development, which major developed countries have highly valued. In recent years, the National Intelligence Council of the United States, NATO, Future Science and Technology Committee of the European Parliament, and other organizations and institutions, aiming at 2040, have carried out prediction research on the future development trend of science and technology and its significant impact on the economic, social and military fields, and issued relevant reports. Aiming at the key points of relevant reports, this paper focuses on combing the future development trends of eight cutting-edge scientific and technological fields, such as artificial intelligence, new materials and manufacturing, biotechnology, space technology, independent technology, big data technology, advanced weapon technology, and quantum technology,  analyzes the technological development trend and its impact on the economy, society, and economy in 2040, and puts forward enlightenment for the future development of China's scientific and technological field.

    The clinical application research of artificial intelligence has been developed rapidly in recent years and is expected to produce a subversive breakthrough for disease elimination and health promotion. This review briefly introduces the status quo of artificial intelligence clinical application research in China, including strategic layout, research and development strength, production innovation, and clinical application.  The study found that the research and development strength of this area in China had improved markedly. The number of patent applications had increased to 2484 items in 2021 from 137 items in 2011. The number of published patents had increased to 2909 items from 26 items in 2011. Both of them increased markedly and ranked 1st in the world. The number of papers published had increased markedly to 4597, ranking 2nd in 2021 from 43 in 2011. Meanwhile, product innovation has been accelerating from research to application. On the other hand, there are also some problems: lack of significant original innovation achievements, core technologies, and key equipment; insufficient clinical orientation of product research and development; limited clinical application scenarios; poor quality of medical data, imperfection of data Standard and sharing mechanism; the imperfection of evaluation and supervision system. Based on the above, we put forward four suggestions: strengthening top-level design and coordinating the layout of the National Science and Technology Plan System; regularizing data standards, developing new forms of medical data-sharing; improving the system of laws and regulations, enhancing the level of assessment and supervision; strengthening the cultivation of talents, especially creating multidisciplinary artificial intelligence talent teams.

    Object detection technology is an image segmentation based on objects' geometric and statistical features. My country has a vast marine field and rich marine resources, and it is of far-reaching significance to carry out research on marine target detection. The marine target detection method based on sensor fusion efficiently monitors marine traffic and maintains marine rights and interests. This paper first presents the research significance of sensor fusion detection and the challenges in this field and then summarizes three sensor fusion methods, including the multi-radar fusion detection method, multi-camera fusion detection method, and camera-radar fusion detection method; The detection effects of these fusion methods in different scenarios are introduced, and the limitations of these fusion methods are introduced. At the same time, the future development direction of sensor fusion in marine target detection prospected, Such as the improvement of the anti-interference ability of detection information transmission at sea, the optimization of multi-target detection performance, and the application of deep learning in sensor fusion detection.

    It is crucial to monitor wildfires near the power transmission line corridor. The methodology and application status of satellite remote sensing, low-altitude remote sensing, and ground-based remote sensing are clarified in this paper. First, the methods to identify the wildfire areas and to calculate the distance between the fire point and transmission line and the characteristics of each platform for different sensors are analyzed in detail. Second, the advantages and disadvantages of the three monitoring techniques are compared and analyzed. Finally, the research trends of remote sensing techniques to monitor wildfires near transmission lines have been prospected. One technique alone is prone to late detection, misdetection, and omission. So, integrating multiple monitoring methods would be an effective way to improve the accuracy and reduce the latency, although the automatic cooperative processing of multi-source data needs further research. The Unmanned Aerial Vehicle(UAV) platform has limited endurance capacity in the wildfire monitoring of large-span and scale transmission lines. It is essential to strengthening the research on the aspects of autonomous flight and route planning of UAVs, and so is the synergetic operation of multiple UAVs. Combining satellite communication and the 5G technique is necessary to improve their efficiency in areas with poor communication signals, such as high mountainous scenes, to ensure the rapid transmission of UAV scanned data. In addition, deep learning has become a new research direction in identifying wildfire areas and processing data in real time, which can solve the problem of data delay and considerably shorten the response time of firefighting.

    In order to analyze the key and core technology of mass spectrometers and reveal the competitive advantages between countries, patent technologies of the global mass spectrometer are identified by artificial intelligence, and the research theme layout of global mass spectrometer manufacturing technology is obtained. Through a hybrid approach of supervised classification with unsupervised clustering, the research theme is compared with the mass spectrometer involved in export control. Results of supervised classification experiments show that the random forest algorithm has the best classification effect, with an accuracy of 94% and a recall rate of 94.3%. The clustering algorithm divides the global mass spectrometer manufacturing technology into five fields: mass spectrometer machine technology, ion mass analyzer technology, mass spectrometer data processing module, sampling components and devices, and ion source core technology. Then, this paper analyzes the research status and competition situation of mass spectrometer manufacturing technology between China and several key economic regions such as the United States, the European Union and Japan. It shows that China has made rapid progress in the manufacturing technology of mass spectrometers in the recent ten years, with the number of patents exceeding half of the number of global patents. China has obvious advantages in the themes such as sampling components and devices and mass spectrometer data processing module, while in the themes of mass spectrometer machine technology, ion mass analyzer technology, and ion source core technology, China has an obvious weakness. Results show China has certain risks in the face of American and Western technology export control regulation.

    Scientific data flow is an unstable complex adaptive system far from equilibrium. In order to regulate the orderly flow of scientific data and coordinate the rights and interests of subjects, and ensure the sustainability of the operation of the scientific data flow system, it is necessary and feasible to study scientific data governance issues that can regulate the flow of scientific data from the perspective of complex adaptive system theory. The relevant research on scientific data governance is reviewed, based on the interpretation of relevant concepts of scientific data governance, and deeply discusses the mechanism of scientific data governance from three dimensions of governance elements, governance processes, and rules according to complex adaptive system theoretical thought, in order to protect the rights and interests of scientific data subjects from the perspective of process justice, create institutional trust in the scientific data flow, and enhance the enthusiasm of subjects to practice the collective action intention, thus ensure the smooth flow of sustainable scientific data.

    Smart contract is a computer protocol that can be disseminated, verified and executed in an information-based manner. It can be executed without a trusted third party and has been widely concerned and applied in many fields. However, because of its many security vulnerabilities, which have caused huge economic losses, research on its security has also become a hot spot. Firstly, the general architecture and operation mechanism of a smart contract is introduced; Secondly, the inherent security risks of the mainstream smart contract platform are analyzed from the two dimensions of programming language and execution environment; Thirdly, it analyzes the security risks of smart contracts and the research status of coping technologies from three aspects: privacy disclosure, contract vulnerabilities, and malicious contracts.The contract vulnerability part summarizes four response methods from byte code analysis, source code analysis, machine learning-based analysis, and dynamic analysis. It introduces the representative research technology of each method. Finally, the future research direction of a smart contract is given.

    At the forefront of science and technology today, the development of quantum technology is bringing about subversive and revolutionary scientific discoveries and scientific and technological inventions, which will undoubtedly promote the leapfrog development of human society. The developed countries and regions in the world, represented by the United States and the European Union, are increasing their investment in quantum technology and accelerating the progress of research and development. In this process, Industry-University-Research Institute Alliance has become a strategic measure for many countries and regions to build a quantum innovation ecosystem. This paper investigates and analyzes the two internationally representative and influential industry-university research alliances and collaborative communities of the United States Quantum Economic Development Alliance (QED-C) and the EU Quantum Flagship Community. This paper systematically studies and analyzes their construction mode and cooperation characteristics from the perspective of member composition, organizational structure, operation mode, mission, goal, vision, and key initiatives. At the same time, based on the current situation and problems of the development of China's Industry-University-Research Institute Alliance, practical suggestions are put forward for the development of quantum science and technology from the four dimensions of the overall strategic development plan, the construction of an open innovation ecosystem, the cultivation of multi-subject alliances and communities, and the scientific education and scientific communication groups with a community mechanism.

    Ecological protection and restoration is an important starting point for constructing ecological civilization. It is also a key measure to achieve the goals of “Beautiful China” and “Carbon peak and neutrality.” It has important theoretical and practical significance for promoting the harmonious coexistence of man and nature. In recent years, foreign geological survey institutions have rapidly evolved into a central force for ecological protection and restoration and have achieved many achievements. The relevant experience is worth learning from. Focusing on the ecological protection and restoration measures of the Geological Survey of Japan, this study analyzes the adjustment and construction of organizational mechanisms, the establishment of environmental risk systems, and the medium and long-term strategic layout, and puts forward some suggestions for geological survey work of China, such as: Attaching importance to the construction of organizational mechanisms , straighten out the relevant power and responsibility system of the institutions of ecological protection and restoration; Strengthen the design and deployment of continuous strategic planning, and develop hierarchical “long-medium-short term” planning measures suitable for different levels of organizations; Strengthen technological breakthroughs, and make every effort to enhance the endogenous power of ecological restoration of China; Expand international cooperation, actively participate in regional and global plans and projects for ecological protection and restoration, and enhance the international influence of ecological protection and restoration capabilities of China.
