Testimony to the diversity of ambitions and expectations for the bioeconomy are bioeconomy strategies of many countries and regions. The diversity of bioeconomic approaches often leads to a meta-level and concepts are described in very general terms. Then it often remains unclear what the bioeconomy does and what practical solutions it provides, the bioeconomy is often reduced to technologies. The central hypothesis of this article is that regionalization is a key to the concretization of bioeconomy concepts, and thus to real implementation and impact relevance. We propose the bioeconomy in a very open definition as the production and utilization of biological resources (including knowledge) to provide products, processes and services in all sectors within the framework of a sustainable economy. We then analyze relevant EU initiatives for the development of a sustainable bioeconomy and focus on the elements necessary for the development of a bioeconomy, including natural resources, human capital, industrial capital and technologies. Finally, regional industry clusters related to the bioeconomy are presented, with a focus on the BioökonomieREVIER (BÖR) and The Bioeconomy Science Center (BioSC) in Germany.

In today's world, the information technology revolution is on the ascendant, and the digital economy is booming. However, the global economy has entered a recession period. It is difficult to overcome a series of problems such as life safety, food security, energy security, climate warming, etc. faced by human development only by relying on the digital economy. It is urgent to cultivate a new scientific and technological revolution and a new economic growth point. Since we published on Bio-economy in 2003, the progress of bio-technology in China and the world has obviously accelerated, and the new technological revolution of bio-technology and the new industrial revolution of bio-economy has accelerated. Human beings are entering the era of bio-economy. This paper focuses on the development trend of the bio-economy in the world. In this regard, this paper proposes that bio-technology will lead the new scientific and technological revolution, and the bio-economy will lead the new industrial revolution. Then, the concept and connotation of bio-economy are reviewed, the significant characteristics of the new scientific and technological revolution of bio-technology and the new industrial revolution of bio-economy are summarized, and the important role of bio-economy lies in: 1) Promote the fourth wave of economy and promote economic development; 2) Promote the fourth revolution in medicine and extend human life; 3) Promote the second green revolution and ensuring food security; 4) Promote technological change in manufacturing and develop green manufacturing; 5) Develop resources to protect diversity and improve the ecological environment; 6) Develop green energy and alleviate the pressure of energy security; 7) Defend against bio-terrorism and effectively ensure bio-security; 8) Reveal the laws of life, understand and transform and create creatures; 9) Adjust ethical concepts and prevent the abuse of bio-technology; 10) Develop cross-cutting technologies to give birth to a new scientific and technological revolution. The current problems in the development of bio-economy are: 1) Technological progress cannot meet the needs of the development of bio-economy; 2) The bioeconomic system is complex and diverse, which hinders the development of the bio-economy; 3) Technical barriers and trade barriers restrict the circulation and trade of biological products. Finally, combined with the current basic situation of the development of the world's bio-economy, the goals and countermeasures for future bio-economic development are proposed. These include: taking the bio-economy as a strategic industry for the world economy to get out of recession, taking basic research in life sciences as a breakthrough in the development of the bio-economy, creating an "International bio-economy federation", and promoting the coordinated development of the International bio-economy.

    WORLD SCI-TECH R&D    2022, 44 (6): 825-836.   DOI: 10.16507/j.issn.1006-6055.2022.06.006
    Abstract84)      PDF(pc) (1439KB)(253)       Save
Climate change has been paid more and more attention by the international community, and has become a vital factor influencing countries to formulate their energy strategies. The energy utilization of straw conforms to the low-carbon and green development concept, and has great potential for carbon emission reduction. In order to analyze the development differences and clarify the  strengths and weaknesses of straw energy utilization technology between China and foreign countries, the research of straw energy utilization technology development in China and foreign countries based on patent data was analyzed from the aspects of annual application trend, regional distribution, technology distribution and main participants, meanwhile, China’s competitive position in the field was analyzed with the patent portfolio theory. The results demonstrate that China and foreign countries have their own characteristics in technology distribution, research activity, technology evolution and development direction. Straw energy utilization technology development in China is far more than that of foreign countries. However, China is still in the stage of technology research and development in straw energy utilization, universities and scientific research institutes provided rich technical reserve. The technology in China has changed from pyrolysis gasification technology to solidification technology and fermentation biogas technology as main part, with pyrolysis gasification technology, direct combustion technology and liquefaction technology developing in parallel, but liquefaction technology developing slowly. There still exists a large gap between European countries and the United States in terms of global protection, technology export, technology effects and industrialization. It has changed from solidification technology and direct combustion technology as main part, to solidification technology and liquefaction technology as main part, with liquefaction technology be the future developmental direction in foreign countries. In view of current situation and shortcomings, some suggestions on the development of straw energy utilization technology in China have been put forward.
