World Sci-Tech R&D is an open access journal. All articles published will be immediately and permanently available for free reading and downloading by readers.
1. Peer Review
World Sci-Tech R&D advocates the fairness and seriousness of academic publishing, strictly implements the peer review system, and adopts "double-blind" review.
After receiving the manuscript, the manuscript will first enter the preliminary review stage (generally within 5 working days), and conduct academic misconduct detection in the authoritative database to determine the scientificity and originality of the manuscript; then select experts for external review to evaluate the scientificity, innovation and practicality of the manuscript (the author's name, unit and other relevant information will be hidden before submission for review, and the selected review experts will not belong to the same system as the author to ensure the fairness, impartiality and objectivity of the manuscript review). After the author modifies it according to the expert's opinion, the manuscript will be reviewed by the deputy editor-in-chief first, and then sent to the editor-in-chief for final review to determine whether it will be accepted.
2.Identification and handling of academic misconduct
During the initial review, acceptance and publication stages of manuscripts, editors will conduct academic misconduct detection. If the duplication rate is higher than 15%, it is considered that there may be academic misconduct.
For articles with academic misconduct, the handling methods are as follows:
1) After discovering a paper suspected of academic misconduct, this journal will promptly notify the author and allow the author to make an explanation and defense within the specified time.
2) For papers that are identified as having academic misconduct, if the paper has not been accepted, this journal will immediately terminate its processing process, reject the paper and warn the author; if the paper has been accepted but not officially published, this journal will reject the paper and cancel its acceptance qualification, and at the same time archive and warn the author; if the paper has been officially published, this journal will publish a withdrawal notice on the paper version and official website, notify the cooperative database, terminate the dissemination of the paper, and inform the author's unit of the incident.
3) For papers with serious plagiarism, multiple submissions, and multiple publications, the journal will never accept papers written by the first author and corresponding author.
3. User Rights
World Sci-Tech R&D uses the Creative Commons license agreement (Creative Commons), allowing third-party users to share in accordance with the Attribution (BY)-Non-Commercial Use (NC)-No Derivatives (ND) (CC BY-NC-ND), that is, third parties and authors themselves are allowed to copy, distribute, exhibit, perform, screen, broadcast or disseminate articles published in this journal to the public through information networks, but in these processes, the author's signature must be retained, limited to non-commercial purposes, and no derivative creation is allowed.

4. Authors’ Rights
After the manuscript is accepted, the author needs to sign the “Paper Copyright Transfer & Academic Ethics Commitment” with the editorial department to transfer the copyright to World Sci-Tech R&D, but has the right to allow third parties and the author to share their articles (such as storing them in institutional knowledge bases) in accordance with the Creative Commons License Agreement (CC BY-NC-ND), and can also use them for other academic purposes (non-commercial).
5. Publishing Fees
In order to support open access publishing, World Sci-Tech R&D charges an article publishing charge (APC), which is paid by the author or his institution, fund-funded projects, etc., and the fee standard is about RMB 500 per edition; the manuscript review fee is RMB 100 per article, which is used to pay the remuneration of external reviewers.
For particularly excellent articles, our journal can provide partial fee reductions.
