Evolution and Feature of S&T Talent Policy of Daedeok Technovalley

Abstract: Technology provides effective support for national competitiveness, and talent is a necessary prerequisite for the development of S&T. As the source of Korean S&T talent policies, the upgrading Daedeok Technovalley injected strong impetus into Korean S&T in the middle and late 20th century. This article sorts out the Daedeok Technovalley's S&T talent policies of nearly half a century and divides its development history into three stages: talent infrastructure construction stage, industry-university-research cooperation system formation stage, and innovation cluster development stage. On this basis, this paper establishes an analysis framework of Daedeok Technovalley's innovation activities with S&T talents as core and three innovation subjects as carrier, and extracts five features, namely emphasizing industry-university-research cooperation, highlighting the status of enterprises, creating a favourable environment, government's strong support, and insufficient attention to basic research. Finally, the paper summarizes the experience of the Daedeok Technovalley's S&T talent policies evolution from three aspects: talent innovation environment, talent innovation capability, and talent innovation mechanism, aiming at providing references to the improvement of S&T talent policies.
