Evaluation and Analysis of Regional Innovation Network in China Based on Theil Weighted TOPSIS

Abstract:

An evaluation index regarding regional innovation network structure feature and Theil weighted TOPSIS evaluation model are proposed to analyze the regional innovation network structure feature of 30 provinces, municipalities and autonomous regions (exclude Tibet) in China. The evaluation results demonstrate that there are significant diversities between regions. Beijing, Shanghai and Guangdong are the top three regions. Ningxia, Inner Mongolia and Guizhou are the last three ones. According to the evaluation results, the regional innovation network development level of 30 regions are classified into four types by using cluster analysis. The regional development policy corresponding to the four types are provided. On this basis, policy recommendations including expanding network size, developing the driving role of network concentration, improving intermediary service system, enhancing regional external cooperation and promoting university-industry cooperation are put forward to enhance the regional innovation network development and narrow the gap among regions.
