加拿大自然资源调查领域动态及对我国的启示

Trends in the Field of Natural Resources Survey in Canada and Its Implications for China

摘要: 开展系统的自然资源调查对于准确认识资源状况、科学研判人地关系、探究资源演变机理、指导合理开发利用等目标具有重要意义。加拿大在自然资源调查方面经验丰富,值得借鉴。本文基于系统调研,梳理出了加拿大典型自然资源调查领域的战略部署与规划,总结了其在地下空间、森林、水资源、矿产资源和土地资源等典型领域的举措和经验,包括:重视地下空间资源的高效利用、构建了完备的森林监测体系、建立了可持续性的水资源管理体系、多举措保障矿产资源强国的竞争力、执行严格土地资源管理和核算制度、制定了国家湿地名录等。最后,结合相关经验,从加强资源调查综合性、突出不同资源特殊性、提升调查技术革新力,以及加大资源调查设施建设等方面为我国相关工作提出建议。

Abstract: A systematic survey of natural resources is significant for accurately understanding resource status, scientific research and judgment of the human-land relationship, exploration of resource evolution mechanism, and guidance of rational development and utilization. Canada has a rich natural resource survey experience, which is worth learning from. Based on systematic research, this study has sorted out the strategic deployment and planning of typical natural resource investigation areas in Canada and summarized its initiatives and experiences in typical areas such as subsurface space, forests, water resources, mineral resources and land resources. For example, it attaches great importance to the efficient utilization of underground space resources, has built a complete forest monitoring system, established a sustainable water resources management system, taken various measures to ensure its competitiveness as a mineral resources powerhouse, implemented a strict land resources management and accounting system, and formulated a national wetlands inventory. It has also established a national wetland list. At last, considering the relevant experience, some suggestions were made for China’s relevant work in strengthening the comprehensiveness of resource surveys, highlighting the specificity of different resources, enhancing the innovation of survey technology, and increasing the construction of resource survey facilities.
