摘要：

元宇宙以其虚实交互、跨界融合的特征，日益成为全球数字产业实现跃迁的新引擎。近年来，全球主要科技强国正加快布局元宇宙发展之路。在此背景下，本文选取了韩国、日本与美国作为典型案例，基于“理念—目标—举措”视角对其元宇宙布局思路进行了深度挖掘，研究发现：各国元宇宙布局主要依据本国的资源禀赋制定了不同的发展目标和治理体系，在理念、目标方面具有差异性特征。韩、日、美三国积极响应元宇宙热点并进行了前瞻布局，其元宇宙发展规划主要内容包括加强技术创新、促进产业发展、扩大基础设施建设，以及建立元宇宙联盟等；相关规划内容可为中国布局元宇宙未来发展提供借鉴和参考。

Abstract:

The metaverse, with its virtual-real interaction and cross-border integration, has increasingly become a new engine for the global digital industry to realize the transition. In recent years, the world’s scientific and technological powers have accelerated the layout of the metaverse development road. In this context, South Korea, Japan and the United States are selected as typical cases, and based on the perspective of “idea-goal-measure”, this paper makes an in-depth exploration of their metaverse layout ideas. The research finds that the metaverse layout of different countries is mainly based on their own resource endowment, development goals and governance system, and has different characteristics in terms of ideas, goals and measures. This study provides a reference for China’s future development of the layout of the meta-universe.
