Research on Quantum Science and Technology Innovation Strategies

摘要: 量子科技将对社会和经济产生重大影响,各国纷纷制定量子科技战略规划,将量子作为科技发展的重要方向,加大研发投入,以抢占技术制高点。本文针对主要国家量子科技的创新战略进行深入分析。首先,围绕美国、欧盟、英国、日本和俄罗斯等主要国家/地区制定的量子科技战略规划,分析主要国家/地区战略的布局特点和具体举措。其次,剖析美国、欧盟等的战略协调与组织机制。随后,对近年来建立的量子研究机构为加速量子信息科学研究与创新所采取的举措进行分析。最后,在概述中国量子科技发展现状的基础上,为中国量子科技创新发展提出建议:建议中国制定专项战略计划,优化统筹管理机制;积极推进量子联盟,构建产业生态系统;加强量子学科建设,培育量子专业人才。

Abstract: Quantum science and technology will have a significant impact on society and economy. Many countries/regions have proposed strategic plans for quantum science and technology, taking quantum as an important direction of science and technology development, increasing research and   development investment and occupying commanding heights. This paper makes an in-depth analysis on the innovation strategies of quantum science and technology in main countries/regions. First, we investigate the quantum science and technology strategic plans of main countries/regions, including the United States, the European Union, the United Kingdom, Japan and Russia, to analyze their strategic layout characteristics and specific measures. Second, we analyze the strategic coordination and organizational mechanism in the United States and the European Union. Then, the special quantum research institutions established in recent years are summarized, and the measures taken by these institutions to accelerate the research and innovation of quantum information science are analyzed. After that, the development status of quantum science and technology in China is summarized. Finally, the paper puts forward suggestions for the innovation and development of quantum science and technology in China, including formulating special strategic plans, optimizing overall management mechanism, promoting quantum alliance and building industrial ecosystem, strengthening quantum discipline construction and cultivating quantum professionals.
