Strategic Research on EU Quantum Technologies and Its Enlightenments

摘要: 量子技术将对社会和经济产生重大影响,欧盟启动量子技术旗舰计划,通过量子技术旗舰计划战略研究议程制定详细发展路线,加速量子研究成果的商业应用。本文研究了欧盟量子旗舰的发展历程、四大应用领域的挑战与发展路线、科技资源、创新生态系统,充分分析欧盟量子技术旗舰计划的战略部署。首先,梳理了量子技术旗舰计划的发展历程。其次,分析了欧洲在量子通信、量子计算、量子模拟、量子传感和测量等四个应用领域的挑战及发展路线。随后,分析了欧盟为支持量子技术旗舰计划实施,对科学资源和技术资源的配置。然后,从确定量子技术用例和需求规范、提供基础设施和供应链、促进新产品和服务发展和教育培训四个方面分析了欧盟构建创新生态系统的挑战与举措。最后,提出欧盟量子技术旗舰计划的实施为中国带来的启示。建议中国制定量子技术发展路线,优化科技资源;构建量子创新生态系统,加速量子技术商业化应用;加快制定量子通信相关标准;加强量子相关教育与培训。

Abstract: Quantum technology will play an important role in the future social and economic development. EU launched the Quantum Technologies Flagship and proposed the Strategic Research Agenda on Quantum technologies , to accelerated the commercial application of quantum research. In this paper, we analyze development process of the EU Quantum Flagship, the challenges and roadmaps of four application fields, scientific and technological resources and innovation ecosystem, to reveal the development strategy of EU quantum technology. First, the development of Quantum Flagship is summarized. Second, the challenges and roadmaps of four application fields, including communication, computing, simulation, sensing and metrology, are analyzed. Third, we analyze the scientific resources and technological resources that support the implementation of Quantum Flagship. Then, we analyze the challenges and measures of the EU to create an innovation ecosystem from four aspects, which are defining the use cases and requirement specifications of quantum technology, providing infrastructure and supply chain, promoting the development of new products and services, education and training. Finally, we propose suggestions for the development of quantum technology in China, including creating roadmaps of quantum technology, optimizing scientific and technological resources, creating an innovation ecosystem, accelerating the commercial application of quantum technology, speeding up the definition of quantum communication standards, and developing the education and training.
