摘要: 作为科技管理的关键环节,科技评估对于政府科技管理手段改进、科技资源配置优化、科技管理水平提升具有重要意义。本文选取美国、日本的科技评估体系作为研究对象,首先,对其历史沿革发展进行概述;然后,从评估对象角度出发,详细梳理两国在科技机构评估、科技项目评估与科技人才评估方面采用的主要方法;接着,对比两国科技评估体系的异同与突出经验;最后,基于比较结果,提出三条进一步完善中国科技评估体系的建议:完善第三方评估主体参与机制,保证科技评估的独立性与公正性;完善科技评估标准分级分类机制,促进科技评估指标的合理化发展;完善科技评估资源共享机制,促进科技评估的透明化发展。

Abstract: As a key part in science and technology management, science and technology evaluation are of great significance to the improvement of government science and technology management, the optimization of science and technology resources allocation, as well as the improvement of science and technology management level. This paper selects the science and technology evaluation system of the United States and Japan as the research object. Firstly, it summarizes the historical development of the science and technology evaluation system of the two countries. Then, from the perspective of evaluation objects, the main methods used by the United States and Japan in the evaluation of science and technology institutions, science and technology projects and science and technology talents are summarized in detail. Then, it compares the similarities and differences as well as outstanding experiences between the United States and Japan’s science and technology evaluation systems. Finally, based on the comparison results, this paper puts forward the following three suggestions to further improve China's science and technology evaluation system: 1) Improve the participation mechanism of third-party to ensure the independence and impartiality of science and technology evaluation; 2) Improve the grading and classification mechanism of science and technology evaluation standards and promote the rational development of science and technology evaluation indicators; 3) Improve the resource sharing mechanism and promote the transparency of science and technology evaluation process.
