摘要:

发展颠覆性技术创新已成为我国重要的战略方向,为了适应这一需求,需要在机构和人员等多个方面进行特殊的安排,并建立适应颠覆性技术创新要求的项目管理机制。本文以委托代理理论的激励监督模型为基础,构建了选拔、激励、监督和支撑科研项目管理人员的过程模型。通过对美国国防高级研究计划局项目经理人的案例剖析,提出针对我国在发展颠覆性技术创新过程中的项目管理建议,旨在为加快提升颠覆性技术创新成效、推动科技体制改革提供理论与实践经验支持。

Abstract:

The development of disruptive technological innovation has become a significant strategic direction in our country. To adapt to this need, special arrangements are required in various aspects, such as institutions and personnel, along with the establishment of project management mechanisms that align with the demands of disruptive technological innovation. This paper is based on the incentive and supervision model of principal-agent theory, constructing a four-stage analytical framework for scientific and technological project management. By conducting a comprehensive analysis of the selection, incentives, supervision, and support processes for project managers at the Defense Advanced Research Projects Agency (DARPA), recommendations are proposed for project management in the process of developing disruptive technological innovation in our country. The aim is to accelerate the enhancement of effectiveness in disruptive technological innovation, promote reforms in the scientific and technological system, and provide theoretical and practical experience support.
