The Construction of Megascience Facilities in Russia: Progress, Characteristics and Inspiration

摘要:

大科学装置是国家综合实力的重要标志。俄罗斯作为传统的基础科学强国和当今西方技术经济制裁对象,其大科学装置的发展情况对于我国重大科技基础设施建设具有借鉴意义。本文通过辨析俄罗斯大科学装置的概念,梳理其政策沿革,考察其建设历程和最新进展,总结出俄罗斯大科学装置建设在项目、目标、管理和因素等方面的特征。俄罗斯界定的大科学装置仅有7个,均是俄罗斯指令性计划科学管理体制下遴选出的具有国际比较优势的项目,具有明确的科学外交功能,接受联邦政府拨款与管理,其建设进程对国内外形势具有较强敏感性。我国应以自主研发为主线构建良性的国际合作机制,构建可持续的大科学发展生态,在积聚资源建设大科学装置和科技事业广泛发展之间取得平衡。

Abstract:

Abstract: Large scale scientific facilities are an important symbol of the country's scientific and technological innovation capability and comprehensive strength, economic strength and even soft power. As the largest target country of technological and economic sanctions by Western countries, its experience in the construction of large-scale scientific facilities have practical significance. This paper clarifies the concept of the Russian Megascience facilities, sorting out its policy evolution, examines its construction process and latest progress, and summarizes the characteristics of Russian Megascience facilities in terms of projects, goals, management and factors. There are only 7 Megascience facilities defined in Russia in a narrow sense. They are projects with international comparative advantages selected under the scientific management system of Russia's mandatory plan. The situation at home and abroad is highly sensitive. China should build a benign international cooperation mechanism with independent research and development as the main line, build a sustainable large-scale scientific development ecology, and strike a balance between accumulating resources to build large scale scientific facilities and expanding scientific and technological undertakings.
