基因编辑食品监管与标识管理研究——基于认知度视角分析

摘要: 基因编辑食品正处在广泛研发及商业化过程中,如何对基因编辑食品进行监管及标识,对于该新兴产业的健康发展具有重要影响和导向作用。本文在综述国际基因编辑食品标识相关政策及监管方式的基础上,运用问卷调查和关联统计方法,对我国基因编辑食品标识与认知度的关系进行了关联分析。结果表明:职业群体对基因编辑食品的认知度依然偏低;“强制标识”占据主流,但标识强度与认知度呈负相关;认为需要标识的因素依次是消费者知情权、潜在安全问题,低认知者对潜在安全问题更为担心;被调查者对基因编辑食品及饲料的标识成本较不敏感。为此,对标识的个体意愿与新兴产业综合效益、政策灵活性与理性决策等关系进行了讨论,进而提出提高公众对基因编辑食品的认知度、适时过渡到自愿标识制度等建议。

Abstract: Gene-edited food (GEF) are at the stage of extensive research and development (R&D) and commercialization. The proper regulation and labeling of GEF have important influence and directive impact on the sound development of this emerging industry. Based on the review of international regulatory policies related to labeling and regulation patterns of GEF, this paper analyzes the relationship between labeling and cognition degree of GEF correlatively through methods of a combination of questionnaire and related statistics. The results indicate that the cognition degree of GEF is still low even for the sample provided by the professional groups. There is a negative correlation between labeling strength and cognition degree while the view “mandatory labeling” is dominant among the sample. Factors considered by the sample of needing label are the right to know, and potential safety issues which is more concerned by those with lower cognition degree of GEF. The respondents are less sensitive to the cost of labeling of GEF and feed. Therefore, the relations between individual intention for labeling and comprehensive benefits of emerging industry, policy flexibility and rational decision-making, etc., are discussed, and these recommendations are further put forward: raising public cognition degree of GEF, transition to the voluntary labeling policy in due course.
