气候变化科技领域国际发展趋势及其启示

Analysis on the International Development Trend in the Field of Climate Change Science and Technology

摘要: 气候变化问题是国际社会普遍关注的焦点之一,深刻影响着自然社会经济系统的各个方面。本文梳理了2016年以来气候变化科技领域的重大战略计划和政策措施,综述了领域重大研究前沿与进展,以期把握气候变化科技领域的国际发展趋势。随着国际社会对气候变化事实及其成因共识的日渐统一,国际社会应对气候变化的行动不断深入。2016—2019年,国际社会在低碳创新方面的战略布局与科研投入日益增加,全球增温停滞现象及其成因、气候变化对极端天气事件影响的归因、碳去除技术及CO2转化利用等是该领域研究的热点问题。基于气候变化科技领域的国际发展趋势分析,对我国的气候变化科技工作提出加大应对气候变化相关科学研究工作的科技投入、更多关注面向社会需求导向的气候观测系统部署、尽快制定负排放技术的研究议程等建议,以期为我国相关领域创新决策提供参考。

Abstract: Climate change is one of the universal concerns faced by the international community, which has a profound impact on all aspects of the natural social and economic system. This paper reviews the major strategic plans and policy measures in the field of climate change science and technology since 2016, and summarizes the major research frontiers and advances as well, in order to understand the international development trend of climate change science and technology. As the international community’s consensus on the facts and causes of climate change becomes increasingly unified, the international actions to address climate change continue to deepen. From 2016 to 2019, the international community’s strategic layout and research investment in low-carbon innovation kept increasing. The phenomenon of global warming hiatus and its causes, the attribution of climate change to extreme weather events, carbon removal technology and CO2 conversion and utilization are hot topics of research in this field. Based on the analysis of the international development trend in the field of climate change science and technology, it is proposed to increase investment in scientific and technological research related to climate change, pay more attention to the deployment of social demand-oriented climate observation systems, and develop a research agenda for negative emission technologies as soon as possible, hopefully providing a reference for China’s innovation decisions in related fields.
