区域科技人才项目对青年人才的培育效果研究

Research on the Cultivation Effect of Regional Science and Technology Talents Project on Young Talents

摘要: 青年人才是实现高水平科技自立自强的关键驱动力,科技项目资助是支持其开展创新研究的主要方式。以广州市珠江科技新星专项获得者为研究对象,分析青年人才在受资助后个人及科研成果的发展变化情况,采用多期双重差分法探究珠江科技新星专项与青年人才科研成果产出之间的因果关系,综合考察区域科技人才项目对青年人才的培育效果,结合世界主要创新型国家在科技项目设置与执行中的成功实践对项目提出改进建议。研究发现:区域科技人才项目在培养省级人才方面取得显著成效,但在培养国家级高层次人才方面的作用仍有待加强;区域科技人才项目并未提升青年人才的高水平成果数量,对其科研成果的影响力有显著的负向影响;过短的项目期限导致区域科技人才项目对理学等基础学科领域青年人才科研成果产出的负向影响较大。为进一步加强科技项目的培育作用,确保成果的产出质量,区域科技人才项目应构建多元化多层次的资助体系,对有潜力的项目进行持续资助,为可能带来科研创新和技术突破的高风险项目设立专门的基金支持;在项目评审时着重考察申报项目的研究潜力及原始创新性;设置合理的科研成果产出目标及项目执行时间。

Abstract: Young talents are the key driving force to promote the development of science and technology, and scientific and technological project funding is the main way to support their innovative research. Taking the winners of the Pearl River Science and Technology Rising Star Project in Guangzhou as the research object, this paper analyzes the development and changes of young talents’ personal and scientific research achievements after receiving funding, uses the difference-in-differences with multiple time periods method to explore the causal relationship between the Pearl River Science and Technology Rising Star project and the output of scientific research achievements of young talents, and comprehensively examines the cultivation effect of regional science and technology talent projects on young talents and puts forward suggestions for improvement of the projects in combination with the successful practices of the world’s major innovative countries in the setting and implementation of science and technology projects. The results show that the regional science and technology talent project has achieved remarkable results in cultivating provincial talents, but its role in cultivating national high-level talents still needs to be strengthened. Regional science and technology talent projects do not increase the number of high-level achievements of young talents, and have a significant negative impact on the influence of their scientific research achievements. Too short project duration leads to the negative impact of regional science and technology talent projects on the output of scientific research achievements of young talents in basic disciplines such as science. In order to further strengthen the cultivation role of science and technology projects and ensure the output quality of achievements, regional science and technology talent projects should build a diversified and multi-level funding system, continue to fund potential projects, and set up special funds for high-risk projects that may bring scientific research innovation and technological breakthroughs. In the project evaluation, the research potential and original innovation of the declared project should be investigated, and a reasonable output target of scientific research results and project implementation time should be set.
