北京、上海、广州和武汉四城氢能产业政策演化比较研究

A Comparative Study on the Evolution of Hydrogen Energy Industrial Policies in Four Cities: Beijing, Shanghai,Guangzhou and Wuhan

摘要: 近年来,氢能利用技术逐渐发展成熟,已经纳入我国能源战略,全国各地对氢能产业的规划布局也在提速,陆续有地方政府发布氢能产业的发展规划,掀起了一股氢能发展热潮。因此,本文对我国重要城市北京、上海、广州和武汉氢能产业政策演化路径进行比较研究,为进一步发展和稳步推动我国氢能产业可持续发展提供支撑。本文利用文本挖掘技术首先系统分析比较了北京、上海、广州和武汉四座城市氢能技术研究基础,随后统计分析四座城市相关部门在不同时间段的氢能政策发布数量,最后通过分析我国和四座城市氢能产业不同时间段政策演化时区图和主题词共现关系,研究我国和四座城市氢能产业政策演化路径,结合不同城市工业发展基础从共性和个性关系中总结我国和四座城市氢能产业政策特点与发展重点。结果显示,我国虽然对氢能的研发起步较晚,但在2010年之后,四座城市氢能技术相关领域的研发活力和热度呈现爆发式增长趋势。其中,广州市自2010年以来氢能年均政策发布数量持续走高,排在四城之首。在研发重心方面,北京、上海、广州和武汉分别选择在燃料电池全产业链、绿色制氢、关键部件、电力电网等多元领域开展战略布局,为我国实现氢能产业全面发展提供重要支撑。

Abstract: In recent years,with the mature development of hydrogen energy utilization technology has been incorporated into China’s energy strategy,the planning and layout of hydrogen energy industry across the country is also speeding up,and one after another,local governments have released the development plan of hydrogen energy industry,which has set off a wave of hydrogen energy development.Therefore,a comparative study of the evolution path of hydrogen energy industry policies in China’s important cities of Beijing,Shanghai,Guangzhou and Wuhan is an important support for the further development and steady promotion of the sustainable development of China’s hydrogen energy industry.This paper uses text mining technology to firstly systematically analyze and compare the hydrogen energy technology research bases of Beijing,Shanghai,Guangzhou and Wuhan,and then statistically analyze the number of hydrogen energy policies released by the four cities in different time periods and relevant departments,and finally study the hydrogen energy industry policy evolution in China and the four cities by analyzing the time zone map of the policy evolution in different time periods of China and the four cities and the co-occurrence of the theme word relationship.The results show that although China’s research and development of hydrogen energy started relatively late,after 2010,the research and development vigor and enthusiasm in hydrogen energy technology related fields in the four cities have shown an explosive growth trend.Guangzhou,with a consistently high average annual number of hydrogen energy policy releases since 2010,tops the list of the four cities.The four cities of Beijing,Shanghai,Guangzhou and Wuhan have chosen to carry out the strategic layout of hydrogen energy industry in diversified fields such as the whole industrial chain of fuel cells,green hydrogen production,key components,and electric power grids,which will provide an important support for China to realize the comprehensive development of hydrogen energy industry.
